Based on the forklift rules, an employer is not required to repeat past training of a new operator. To be able to deal with certain workplace risks and specific workplace equipment, training needs to be supplemented. Like for example, an operator doesn't have to be trained to navigate a forklift on a ramp if that work place does not have a ramp; then again, if the operator is really assigned to work somewhere which has a ramp, it is essential that additional training must be offered.
Trainees are only allowed to utilize lift trucks under direct supervision of just individuals who have the necessary knowledge and training to train and evaluate the trainees skill on the forklift. The trainees can just learn in an environment where such operation does not endanger the trainee themselves or other workers.
Making a practical evaluation in the workplace is also vital. If a third party training provider is chosen, it is better to have the training occur at the workplace, using lift trucks at the workplace to be as precise as possible.
An operator is said to be certified when they have successfully passed the training with records maintained by the employer. The certification must contain the date of training, the operator name, and the name of the person performing the evaluation and training and lastly the assessment date. Though certain state OSHA bodies require the issue of an operator's certificate, the Federal OSHA does not need it.
Refresher training is vital to be completed every 3 years. It is also needed any time an operator demonstrates some type of inadequacy in safe lift truck use. For instance, refresher training would be triggered by some occurrences including: if there is an accident or a near miss, if a different kind of forklift is introduced to the workplace, if a supervisor observes operating unsafely and if an operator received a poor 3 year evaluation.
It needs to be noted that refresher training is not always the solution when unsafe operation is noticed. Like for example, if an operator is intentionally disobeying workplace safety regulations, it may be necessary to implement disciplinary action. And last but not least, though training lift truck operators is a requirement, it is necessary to practice lift truck awareness training for pedestrians and other staff working near forklifts in order to make sure that everyone would be safe.
